The News

The Malé City Group of Hospitals (MCGH) signed a memorandum of understanding (MoU) on Wednesday, 28 October, with a British company and an Indian company towards setting up a Diagnostic Centre for Oncology Services at Hulhumalé Hospital.

The Ministry of Health, Family and Welfare said on X that the centre would be set up in partnership with Quantum Heights Ltd of the United Kingdom and an Indian company it named as "An Vascular Technology Pvt Ltd". The screen at the signing, shown in photographs posted by Hulhumalé Hospital, named the parties as MCGH, Quantum Heights Limited of the United Kingdom and N Vascular Technology Private Limited of India.

The ministry said the centre aims to strengthen local cancer services and reduce the need for treatment overseas. Hulhumalé Hospital said the MoU was part of the healthcare commitments in this year's Presidential Address.

The MoU was signed with a joint venture of the two companies, state broadcaster PSM News reported. It said MCGH's chief executive, Ibrahim Abdul Razzaq Haleem, signed for the hospital group, and Chintan Soni, described as the joint venture's chief operating officer and director, signed for the other side. Health Minister Geela Ali attended.

According to PSM, the centre will introduce radiation therapy, which is not currently available in the Maldives. Haleem said local hospitals already offer chemotherapy but lack radiation therapy, nuclear medicine and PET-CT scanning, the broadcaster reported. PSM said planned equipment includes 3D conformal radiotherapy, intensity-modulated radiotherapy (IMRT) and image-guided radiotherapy (IGRT), with CT simulation and pathology services. The centre would also have inpatient wards and an operating theatre for cancer surgery. Completion is targeted for 2028, with the centre developed in phases, PSM said.

An MoU sets out what the parties intend to do. It is not a contract. Neither the ministry nor the hospital has said what the project will cost, how it will be financed, who will own or run the centre, or when construction will start.

The UK companies register lists Quantum Heights Limited (company number 15876290) as an active private company incorporated on 5 August 2024, with a registered office on City Road in London. Its declared business activities are information technology consultancy, other information technology services and advertising agencies. It has two directors, both appointed when the company was incorporated; one of them is Chintan Ashokkumar Soni. Its most recent accounts, for the year to 31 August 2025, were filed as micro-company accounts.

Step Back

In his Presidential Address on 5 February, President Dr Mohamed Muizzu said work to establish radiation chambers and a diagnostic centre for cancer detection and treatment would begin in the middle of this year. In the same address, he announced work on phase two of the 500-bed multi-specialty hospital in Hulhumalé and a 250-bed extension to Hulhumalé Hospital.

The MoU was signed on the same day the President's Office announced plans to dissolve MCGH and bring all government tertiary hospitals under a new Maldives Tertiary Hospitals Group. The President said the hospitals would move into the new structure within three to four months from November. The office did not say what would happen to agreements MCGH has signed.
